This eye catching plant is called Alternanthera Reineckii! Having a plant with red colors can take your aquascape to the next level. It can be grown with or without CO2. However, if you want it to stay bright red, CO2 is necessary. Make sure the substrate is full of nutrients and that you give it medium lighting and it will take off!
